Who is responsible for deliver the buyer walkthrough contract? The listing agent? or the buyer agent?

I've closed on a few leases and although I always provide my clients with the walkthrough contract, the property manager, or listing agent have always had their own forms prefilled that is in the closing package.

It seems we are always a day late or Realtors ignore request for more info and then respond days later that property is gone. I am a self employed writer with base joint income of $3500 from pensions and rentals for me and mom. (That does not include my writing income). Moved here from Michigan to take care of mom. Been a homeowner since '95. Requests to see inside homes have been ignored. My former Realtor said she has been blocked and then 4 days later property is rented. My mother has grown weary of getting excited about a prop and not allowed to apply. When we do apply, have been turned down BC self employed even tho tax returns show 3x the income. Moved mom from Michigan BC winters are harsh with her bone marrow cancer. But the rental climate here is emotionally brutal. Help!
